Permits, placement and who may haul in Bolivar
Who may haul — the rule that matters: Bolivar Code §220.030 and §220.100 need an annual City permit to collect or haul solid waste generated by someone else, with a $10,000 surety bond, $1,000,000 in liability insurance, and trucks carrying a current Missouri safety-check certificate. The fee subsection was repealed in 2020 and the current fee was not found. But §220.080 says "A permit shall not be required for the hauling of demolition and construction wastes" — the load just has to be tight and go to a disposal area that meets Missouri law. Household junk may be different. We hold ours.
In the street: §520.030 lets the Director license "temporary structures or minor incidental uses" in the right-of-way, with an application fee and an inspection fee. It does not name dumpsters, so check with Public Works before the street. The driveway is simpler.
Demolition: we found no Bolivar demolition-permit provision. Check with City Hall before anything comes down.
