In Missouri that matters because where a load can go depends on what is in it. State law treats uncontaminated soil, rock, sand, gravel, concrete, asphaltic concrete, cinderblock and brick as clean fill, and DNR says clean fill can be used as fill on site with the property owner's permission. The City's Noble Hill landfill takes municipal waste, construction and demolition waste and clean fill at $43.85 a ton with a $20 minimum. Demolition, framing, roofing and finish

Demolition debris is where the weight is. Concrete, block, brick, asphalt and tile go in 10 yards loaded level, because a 30 heaped with rubble is more than the truck can lift and more than any allowance covers. Framing and drywall go in 20s and 30s. Shingle roofs go in a 10, 15 or 20 depending on the size of the roof.

Asbestos is a state matter. Before demolishing a regulated structure, DNR wants it inspected by a Missouri-certified asbestos inspector and a notice filed at least 10 working days ahead — even if no asbestos is found — with a $120 fee for each demolition. A single residential structure of four or fewer units is exempt from that rule; two or more houses, and any building used for something other than housing, are not. Inside Springfield, the City's wrecking-permit steps call for a certified asbestos inspection with the report sent to Environmental Services, and asbestos-contaminated debris is not allowed into the City landfill. Asbestos never goes in a roll-off. We will ask what the building is before we quote a demo job.

The code also makes demolition permit holders dispose of debris at an approved facility named on their application (Sec. 94-74). Outside city limits, Greene County wants its demolition permit before any work begins and a $500 cash bond that comes back only with a receipt from a licensed disposal site. In Republic the City demolition permit is $100; in Battlefield it is $35 per 500 square feet plus a $500 bond.

Several towns put construction debris in writing. Bolivar's code says no City permit is needed to haul demolition and construction waste, as long as it travels in tight vehicles to a disposal area that meets Missouri's Solid Waste Management Law (§ 220.080). Ozark's code sends demolition and construction waste to an approved disposal facility, which the City may designate (§§ 235.045, 235.050). Springfield, Republic and Sparta leave demolition and construction waste out of their rules for household trash containers. Battlefield requires a free City permit for any project dumpster in public view — a short-term permit for more than 2 hours and less than 24, a long-term one for construction sites beyond that — and wants it closed when not in use (§ 230.080). Demolition permits cost $151 for a house in Springfield, $100 in Republic and $35 per 500 square feet in Battlefield; Ozark issues Demo permits through its online SmartGov portal.
