Match the box to the waste

Framing lumber, drywall and packaging are bulky but relatively light, so they call for a bigger container — a 30 or 40 on new builds and demolitions. Concrete, brick and dirt are dense and heavy and belong in a smaller box of their own, where they stay inside the weight allowance. Keep materials separate where you can: clean wood, metal scraps and cardboard can often be diverted from the landfill, which can cut disposal costs.

Where Missouri says demolition debris can go

MoDNR's demolition checklist is plain: "Demolition debris deemed non-hazardous must be transported to a permitted solid waste landfill or processing facility." Clean fill — soil, rock, sand, gravel, concrete, asphaltic concrete, cinderblock, brick and very small amounts of wood and metal — "may be used as fill on-site, with the permission of the property owner." "All asbestos-containing materials must be disposed of in a permitted landfill," and "Major appliances except for microwaves cannot be disposed of in landfills and must be salvaged." Local health departments may be stricter. Ozark's and Nixa's codes also require C&D to go to an approved facility, and Bolivar's to a disposal area that meets Missouri law.

Asbestos: inspect, notify, then demolish

Before demolishing or renovating a regulated structure, MoDNR wants it "thoroughly inspected by a Missouri certified asbestos inspector," then notice "at least 10 working days prior to the demolition" — needed even when no asbestos is found — with a nonrefundable $120 fee per demolition. A single residential structure with four or fewer dwelling units is exempt. Not exempt: two or more residential structures, two or more mobile homes, anything used for other than residential purposes, and homes used in fire training. In Springfield, notifications still go to MoDNR, but the City's Department of Environmental Services (417-864-2031) does compliance inspections of regulated abatement and demolition jobs. Asbestos never goes in a roll-off.

Keep every landfill ticket. In Greene County and Battlefield, the disposal receipt is what gets the bond back. Demolition permit rules for the other towns we serve were not found in the codes we read — check with City Hall.

Noble Hill: the public landfill

The City of Springfield's Noble Hill Sanitary Landfill is at 3545 W. Farm Road 34, Willard — about 9 miles north of Highway 13 and I-44 (417-742-3536). It is open 7 a.m. to 4 p.m. Monday to Friday and 7 a.m. to 3 p.m. Saturday, closed on major holidays. The rate is "$43.85 per ton, with a minimum charge of $20" for municipal solid waste, construction and demolition waste, clean fill, and special wastes by prior approval; special handling adds $140 an hour. Loads must be covered and secured. It turns away asbestos, liquids, major appliances, whole tires, waste oil, lead-acid batteries and yard waste. Haulers from outside the city need a City permit to use it (Sec. 94-12).

Who may haul it

Springfield's Sec. 94-7 requires a yearly City licence to haul solid waste in the city, and the Code counts "demolition and construction wastes" as solid waste; the fee is not published. Battlefield, Willard (with $2,000,000 in liability insurance), Ash Grove, Ozark, Nixa (with a $500 bond), Sparta, Billings ($25 a vehicle) and Marshfield ($25 a truck) all require a City permit or licence to haul solid waste. Bolivar is the exception for construction work: §220.080 says "A permit shall not be required for the hauling of demolition and construction wastes," provided the load is covered and goes to a lawful disposal area. Missouri has no general state permit for roll-off haulers that we found. We hold ours in every town we serve before the job starts.

Placement, hours and swaps

Put the dumpster where crews can reach it without blocking site entrances, sidewalks or neighbors. Battlefield wants a free long-term permit for a project dumpster on site more than 24 hours, closed when not in use. Republic lets builders use the street "for reasonable periods of time" with a clear pedestrian passage, and wants materials cleared within 3 days of finishing. Collection hours are limited in some towns: no collection between 9 p.m. and 7 a.m. in Battlefield's and Ash Grove's residential districts, and no routes before 7 a.m. in Willard. In Springfield, call Traffic Operations (417-864-1980) before a street placement.
