Dumpster Permits in Springfield, MO, Town by Town

Two questions decide whether a container can go where you want it: does the town allow it in that spot, and does it license the company supplying it? Here is what each town's own code and pages say, as read in October 2026.

The short version

Driveway or private lot: we found no Springfield rule written for a roll-off on a private driveway. Battlefield is the exception that matters — it wants a free City permit for any dumpster visible from the property line. Street or right-of-way: Springfield bars obstructions that hinder traffic or drainage and has no published dumpster street permit, so call Traffic Operations first; Ash Grove does not allow obstructions on the street at all; Willard and Nixa want written City permission for commercial containers on public property. Who may supply the container: Springfield, Battlefield, Willard, Ash Grove, Ozark, Nixa, Sparta, Billings, Marshfield and Bolivar all require a City permit or licence to haul solid waste — though Bolivar's code says no permit is needed to haul demolition and construction waste. Missouri itself has no permit for ordinary roll-off haulers that we could find. Where a town requires a licence, we hold ours before you book.

Springfield — inside city limits

Driveway: no City rule specific to roll-off containers on private property was found; the Code's container rules (Sec. 94-72) expressly leave out bulky rubbish, yard waste and demolition and construction waste. Street: Sec. 98-1 says no one may place "an obstruction of any type within the public way that hinders the movement of traffic thereon" or blocks drainage. Chapter 98 (re-enacted December 2025) sets up right-of-way work, temporary traffic control and excavation permits from the Director of Public Works, with fees set by the director per city block per week — no dollar amount is in the Code. The City's permit FAQ says "A permit is required for an encroachment on public right-of-way." Whether a dumpster in the street needs one of these is not stated anywhere we found, so call Traffic Operations at 417-864-1980 before a street drop.

Who may haul: Sec. 94-7 says no one may "engage in the business of hauling or collecting solid waste" in the city without a yearly licence from the Director of Environmental Services, and Sec. 94-1 counts "demolition and construction wastes" as solid waste — so the licence covers roll-off haulers carrying C&D. Licensees carry set insurance, a City sticker, and the business name, phone number and tare weight on every vehicle (Sec. 94-8). The fee is not published. We hold ours. Demolition: a Wrecking Permit is $151 for a residential building and $171 for a commercial one, and properties in a local historic district need a Certificate of Appropriateness first — see the contractor guide.

Unincorporated Greene County and the state layer

Outside any city, we found no Greene County hauler licence or solid waste ordinance. A County demolition permit needs a $500 cash bond, and the County says the permittee must "provide a receipt from licensed authorized waste disposal unit documenting that the debris material was disposed of in an appropriate manner. Without this documentation, the permittee is NOT eligible for the cash bond return." Work not finished within 3 months may forfeit the bond. Greene County Building Regulations: (417) 868-4015.

Missouri sits on top. MoDNR names no permit for ordinary solid waste haulers; it does require a permit to transport scrap tires for pay. Any demolition of a regulated structure needs an asbestos inspection and a 10-working-day notice to MoDNR with a $120 fee — a single house of four or fewer units is exempt from the state rule.

Battlefield, Republic and Willard

Battlefield has a real roll-off rule. Code §230.080 says no one may keep "commercial trash dumpsters and refuse storage containers visible from the property line without first obtaining a permit from the City." The permit comes from the City Clerk at City Hall, "issued at the request of the applicant without cost": short-term for a container in public view more than 2 hours and under 24 hours, long-term for a project dumpster at a construction site over 24 hours. Project dumpsters "must be self contained and closed at all times when not in use." Haulers need a City solid waste permit under §230.070 (fee not found) — we hold ours. No collecting in residential districts between 9 p.m. and 7 a.m. City Hall: (417) 883-5840.

Republic has no City trash service, no hauler licence and no roll-off permit that we found, and its Charter says "No exclusive franchises shall ever be granted." On the street, §510.010 lets anyone use the street or sidewalk while building, repairing or altering a building "for reasonable periods of time," with a clear, safe pedestrian passage; §510.020 wants materials and refuse cleared within 3 days of finishing and nothing in the gutter. Willard requires an annual City licence to collect or haul solid waste, with proof of at least $2,000,000 in liability insurance, and the Director may limit how many are issued — we hold ours. Commercial containers stay on private property unless the City gives written permission to use public property, and routes may not start before 7 a.m.

Ash Grove, Strafford, Fair Grove and Rogersville

Ash Grove requires a City permit to collect or haul solid waste, and "The Board may require performance or payment bonds" first — we hold ours. Code §515.010 bars obstructing "in any manner whatsoever the free passage or use of any street, sidewalk, alley or other public way," and containers are not on the list of things allowed in the unpaved right-of-way, so the dumpster goes on your property. No collection from 9 p.m. to 7 a.m. in or next to residential districts, and waste may not be stored on a site for more than 10 days.

Strafford, Fair Grove and Rogersville: we could not read these cities' codes or trash pages, so we make no permit claims there. We confirm with City Hall before a street drop. Rogersville sits mostly in Webster County, with part in Greene.

Christian County: Ozark, Nixa, Sparta, Billings and Clever

Ozark says it "is not an exclusive trash hauler city," but §235.070 still makes it unlawful to haul solid waste in city limits without a City permit (fee not found) — we hold ours. The City lists a Public Works Right of Way permit; whether a roll-off in the street needs it is not stated, so check with Public Works first. Nixa requires a City permit to haul (§22-348) and a $500 performance bond (§22-350) — we hold ours. Residential carts belong to the City's contractor, Republic Services. Commercial containers stay on private property unless the City grants written permission, and dumpsters are not on the encroachment permit list.

Sparta requires a City permit to haul (§230.070); no process or fee was found — we hold ours. No right-of-way rule for containers was found, so keep it on the driveway. Billings requires an annual hauler permit at $25 per transportation vehicle, with insurance of at least $100,000 per person, $300,000 per accident and $50,000 property damage (§230.060) — we hold ours. Clever's city pages and code could not be read, so we make no claims there. Outside city limits in Christian County, building permits come from the County's Building Regulations office, in person.

Marshfield and Bolivar

Marshfield requires an annual Solid Waste Hauler licence — "$25.00 PER TRUCK" on the City's application, with a certificate of insurance naming the City — under §230.060. We hold ours. Its right-of-way chapter (Ch. 545) requires a permit for work involving "temporary or permanent storage of materials or equipment on rights-of-way," but does not name dumpsters, so ask City Hall (417-859-2352) before a street drop.

Bolivar licenses private haulers for household and commercial trash, with a $10,000 surety bond and $1,000,000 in liability insurance. But §220.080 is clear on construction debris: "A permit shall not be required for the hauling of demolition and construction wastes," so long as the load goes to a disposal area that meets Missouri law, in a tight vehicle that does not spill. For a household cleanout load, we hold ours. Temporary uses of the right-of-way may be licensed by the Director under §520.030; dumpsters are not named, so check with Public Works.
